O2 Employment Services is hiring internally for a Payroll Manager. This is a full-time, long-term role in Redding, CA.

The Payroll Manager will oversee and supervise the organization's payroll functions, ensuring pay is processed on time, accurately, and in compliance with government regulations. This role is vital in managing payroll processing across various industries and ensuring adherence to federal, state, and local laws, particularly in California, Oregon, and Nevada.

Compensation of the Payroll Manager:
  • $70,000- $95,000 per hour, depending on experience
  • Vision, dental, medical offered through O2
  • This position is a full-time position. Days and hours of work are Monday through Friday, 8:00 a.m. to 5:00p.m. Evening and weekend work may be required as job duties demand
Qualifications of the Payroll Manager:
  • Five plus years of CA-related payroll experience required, with at least two years in a supervisory or management role preferred.
  • CA HR and Managerial Experience required.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal and customer service skills.
  • Excellent organizational skills and attention to detail.
  • Excellent problem-solving skills.
  • Working understanding of accounting principles, practices, and procedures.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Ability to function well in a high-paced environment.
  • Proficient with Microsoft Office Suite or related software.
Responsibilities of the Payroll Manager:

  • Manage and direct the payroll team – currently consisting of 7 team members.
  • Implement, maintain, and review payroll processing systems to ensure timely and accurate transactions, including salaries, benefits, garnishments, taxes, and deductions.
  • Oversee the entire payroll cycle, ensuring accurate processing of updates for new hires, terminations, and changes to pay rates.
  • Oversee the calculations of timecards and the inputting/importing of hours into the payroll system, ensuring compliance with wage and hour laws.
  • Ensure compliance with federal, state, and local payroll, wage, and hour laws and best practices.
  • Oversee and assist with maintaining accurate records and reports of payroll transactions, including certified prevailing wage reports and CAC2 forms.
  • Facilitate audits by providing necessary records and documentation to auditors.
  • Serve as the primary resource for the payroll team, addressing questions related to our payroll system and payroll processing.
  • Conduct internal training for new employees and provide ongoing training for current staff on new tasks and payroll integration processes.
  • Assist HR and Payroll in collaboration efforts to enhance payroll operations.
  • Develop and maintain strong relationships with payroll service providers and vendors to ensure alignment with organizational needs and to resolve any issues.
  • Assist employees with payroll inquiries, including paychecks, portals, and accrual questions.
  • Oversee general employee file changes, including updates to pay rates, addresses, tax forms, and direct deposits.
  • Assist with new client setup for payroll, including researching processes in the payroll system, verifying payroll data, running mock payrolls, and addressing client questions.
  • Support new client time clock setup and maintenance as needed.
  • Process benefits reconciliation, research deduction issues, and document premium payments for leaves of absence.
  • Oversee the accuracy of deductions and benefits, documenting and following up on billing issues.
  • Identify opportunities to streamline payroll processes and enhance operational efficiency.
  • Review payroll procedures periodically to find solutions for gaps or problems.
  • Maintain positive client relationships and serve as a key point of contact for Client and Employee payroll inquiries.
  • Provide guidance on payroll-related policies and procedures, ensuring clarity and transparency for all employees.
  • Review and implement Payroll Software Changes to the payroll team and our clients.
Supervisory Responsibilities:
  • Oversee the daily workflow of the department, ensuring efficiency and accuracy.
  • Coach and train staff on new procedures, laws, policies, and cross-training initiatives.
  • Provide constructive and timely performance evaluations to team members.
  • Handle disciplinary actions and termination of employees in accordance with company policy.
